These 2lakh rupees is a security deposit amount paid during the AIQ counselling which enables AIQ/AFMC/CU/DU all counselling quotas, so the MOP up round doesn't ask for extra 2lakh rupees if you paid it before once(during 1st or 2nd phase of counselling).

So Mop round includes fresh Registration of options, so if you haven't done it then you need to pay if not you are eligible for Mop up round. After this Mop round, there is Stray Vacancy round is also available which won't be having anymore Fresh registrations. So go for this Mop round if you have paid earlier.
