For government services and all the jobs related to Railways, banking etc are conducting their own examinations. Some of those examination's minimum eligibility is to pass the 12th or equivalent degree and some of them need the graduation degree. Your performance on those exams are decide which post you are getting after. Basically there is no cut off percentage regarding 12th marks. All are about your performance on those exams and your personal caliber with skill.
