No. With your current marks, you are not eligible for JEE 2020. You must have to be in top20 percentile and for CBSE that criteria is 75%. You are falling short on that and moreover, drawing is not considered.
But you can give improvement and try to score above 75% in 2020 and give mains and if qualify, then advance.
