As your percentage comes out 67% so you do know satisfy the eligibility criteria as per required for class 12.
So, you are not eligible for admission in IIT, NIT even after you score good in jEE.
But definitely you can appear in jEE main 2020 but for Admission in NIT, IIT you need to satisfy the eligibility criteria as required.
However you can appear for CBSE improvement exam to fulfill this criteria.

No. With your current marks, you are not eligible for JEE 2020. You must have to be in top20 percentile and for CBSE that criteria is 75%. You are falling short on that and moreover, drawing is not considered.

But you can give improvement and try to score above 75% in 2020 and give mains and if qualify, then advance.
