If the application form is under scrutiny it means the authorities are checking the application in terms of documentation, photograph, etc. In case of any errors, they will intimate you to rectify the same within a given time period. If you timely rectify the error intimated by the authorities, then your application status will turn green and you will be able to appear for the exam.
