In order to apply for state counseling of gujarat, you need to fulfill the elligibility criteria. You should have a domicile certificate of gujarat which you can get after 10 years of your residence in gujarat. So even if you were born in maharashtra, you can apply in counseling if you recided there for 10 or more years and have a domicile certificate.
