The eligibility criteria for appearing in NEET is

• The candidate should atleast be 17 years old by 31st December of that year
• Must have passed class XII with Physics, Chemistry, Biology/Biotechnology as compulsory subjects and securing atleast 50% for General, 40% for OBC/SC/ST and 45% for PwD candidate

Since you have completed 17 years of age , yes , you can apply for counseling .
