The rank which you mentioned should be clear,since there are two types as you know,integrated rank and branch rank.Also you should have mentioned the branch of your sister.

presuming the rank which you mentioned as branch rank and as you stated there is also reservation category, your sister can easily get universities as there will be ladies category plus reservation as you mentioned. Also which universities you can get depends on the region,be it SVU region or AU region. Since i am from svu region , i can say that JNTUA and SVU are top universities,and being SVU student ,i can say that SVU is far better than JNTUA,(meaning no offense to JNTUA guys).

Coming to au region,i am not familier with all the top universities,but i keep hearing that andhra university and JNTU kakinada are top.If one is from svu region one cannot get the seat in AU even one gets single digit rank.one of our classmates faced the same situation.

JNTU kalikiri

if at all you are from svu region student,apart from the JNTU anathapur and SVU tirupathi,above both are next better universities.apart from them dont prefer any other universities.
