In a year, you can give compartment exam for a maximum of two papers . If you fail in more than two subjects, then you will have to repeat one year and give improvement exam. This is according to the CBSE website. So, you cannot give compartment exam of 2 subjects.

Further, the website also says that A candidate failing in one of the five subjects of external examination shall be placed in compartment in that subject provided he/she qualifies in all the subjects of internal assessment. So, your brother cannot give compartment exam of 2 subjects.
