my brother studying CA not completed if can i eligible for first graduation?

Sorry but I didn't quite get your question. You are asking whether you are eligible for first graduation since your brother had not completed CA right?.

Since the first graduation certificate is given to people who have completed graduation and applied and also availed the first graduation certificate benefits. If he has done any of this then you are not eligible. According to their criteria, the first graduation certificate is given to those who are

  • resident of Tamil Nadu.
  • No other family member should be graduate.
  • Siblings should not have received this certificate.

For pursuing CA your brother should have done graduation if he has applied and availed the certificate then you can't. If he  hasn't even then you cannot as it states no other family member should be graduate if they did verification then you may face problem.
