Greetings!
Yes, you are eligible for neet with your date of birth on 3rd November 2003 as you will be 17 years old on 3rd November 2020 i.e. before  31st December 2020 and thus fulfil its eligibility criteria . Actually to be eligible for Neet 2020 you need to fulfil two criteria which are listed below "-

You need to be at least 17 years old by December 31st, 2020 , so now with your date of birth in 2003 you will be 17 years old in 2020 thus you don't need to worry at all as you fulfil the eligibility criteria, so you are eligible to write neet examination .

To be eligible for Neet, you need to get at least 50 % aggregate in pcb in your class 12th board examination if you belong to general category ; while it's only 40% aggregate in pcb for obc, sc and st categories and 45 % aggregate in pcb for pwd candidates.
