If you already get the renewed certificate then you may request to the respective authority for adding this e w s certificate in your second counselling. The rules  relating these adding of certificates in second counselling is that the whole things depend upon the decision of the authority.  After getting renewed e w s certificate from the respective authority you have to request to the authority of the respective college.
