As you are an appearing student (which means final year student), you are definitely eligible to appear for SSC CGL.

You just have to make sure that your final year result (last semester) comes before 1st August. If your final year result comes after 1 August, you will be declared ineligible in Document Verification Round irrespective of whether you clear the two Tiers or not.
