Hello,
The GATE 2019 cutoff for civil engineering is 18.8 for PWD category. With your marks it is hard to get admission in PSU but you can get a seat in NITs, if not in the tier-1 NITs but surely in tier 2 or 3 nit colleges. The college wise cutoff isn't out yet but you can estimate what colleges you might get with previous year cutoff records.
