You can check UPSEE website to see previous year's ranking for college's intake for students taking admission via counselling.

Generally, for HBTI Kanpur.. general rank ranges from 1~300 for different courses.

While to opt in any other courses.. you still need a rank < 700~1000 with or without any quota.

P.S. :- as you have asked for how much score is required in UPSEE exam, then for a safe side your score should be around atleast 440~480.

Gov colleges mainly include IIM'S and it is difficult to get in with this rank. But you can surely try private colleges. You might get many good ones.
