Yes you can apply for the engineering college in the Mumbai.With the rank which you have mentioned above you will not get admission into any of the branch in any of the NIT or any good branch in a IIT.But you can still apply for any engineering college which will give you the admission according to the JEE mark's.As you have asked if you can apply for the b tech colleges in Mumbai,the answer is yes you can apply.Just go through the NIRF Ranking and go through the previous year closing ranks of the college and apply for it.Hope you have understood it.Thank you.
