Well brother, I can understand your situation. I know you have worked hard for JEE mains but I believe with 23k category rank you won't be getting decent college which I can recommend you.

Though with SC and home state quota, there might be an increased chance of your's getting a seat but with such a rank it is very hard to get.

As, opting a very low rank NIT core branch will bring nothing good for you.

So, I would suggest you to prefer state engineering colleges. Some state eng. colleges are way better than even mediocre ranked NIT.

Also, I would recommend you to do take part in JoSAA and go to through all the round even the spot round. May be, some good fortune can turn your destiny.

Yes , you can apply for CSAB Special round if you fulfill the eligibility criteria laid down by the authorities. Below I have provided the required details regarding CSAB Special round - 

CSAB Special Round Eligibility Criteria 2019 : 

• The candidate should have cleared JEE Mains with a valid rank and should also meet the JoSAA eligibility criteria.
• The candidates who haven't registered or attended JoSAA are also eligible to apply.
• Candidates who didn't get a seat in JoSAA can also apply.
• Candidates those who had gotten seats in JoSAA but failed to report in the allotted institute or have withdrawn their participation from counselling are also eligible to apply.
• Candidates who didn't opted to attend special round after JoSAA will not be eligible to participate in CSAB Special Round.

CSAB Special Round Seat allotment : 

• Registration - Candidates will have to register to CSAB 2019 special round by their JEE Main application number and password.
• Fees Payment - After registration is complete, the candidates have to pay the required fee through SBI MOPS payment gateway.
• Choice filling and locking - After the payment the candidates have to fill their choice of college and branch as per their preference.
• Announcement of seat allotment - The authorities wil allot seat on the basis of merit,choice filling and seat availability.
• Seat confirmation and fees payment - Those who will accept the seats will have to confirm that by paying the fees.
• Online reporting to the allotted insititute - Candidates have to report online to the insitutes using their JEE Main credentials. Also they have to upload the neccessary documents.
• Personal reporting to the allotted college -  Candidates have to physically report to the allotted college within the time period specified.

Greetings. Hope you're doing well. Joint entrance exam, jee main is the national level undergraduate engineering entrance exam. It allows you to take admission btech programme.offered by 31 Nit, 21 iit, and 23 cfti. Your sc rank 23k might get you a seat in NIT so you should apply for the csab counselling.
