You haven't mentioned which application form you are filling and facing issues while uploading the documents. But you may check the specification for the photographs that has to uploaded like the dimensions, file size and format. If the photograph is as per the specification rename the file, ensure that there are no special characters, numbers and space in the file name, use a name without space in between two words or letters and try uploading it.
