Generally the students who have registered for first round and attend it are perimitted to attend the second round.

Still have a convetrsation about this with the authorities they may help you out

Glad to inform you that yes one is eligible to attend the second counseling session of need even if he/she hadn't attended the first counseling session due to any reason. There's no restriction regarding it, so, yes you should register yourself and apply for the second counseling session.
