You may get ECE but with 24000 rank in JEE there will be many factors which will play an important role in getting good college like your category, your home state any many more but the mentioned two will be the most influencing criteria. I personally know many students in NIT Kurukshetra having rank more than 25k but due to state quota, they are in the top stream. So, it will be better if you check the cutoff of all your preferred colleges one by one. Best of luck.
