If your JEE mains rank is 4k then you can easily apply in IIT'S depending on popularity you many not get IIT Kharagpur or Delhi. But you can apply on any other IIT'S. Just attend counseling in different colleges you will get to know where you stand. You can easily apply for IIT'S.
