Congrats on your UPSEE rank. Well the admission will be based on your general rank and not category rank. The college will have 5-6 closing rank each for each category.  So admission will be based on general rank, category and course you need. When it comes to fee waiver yes college will provide. It will be based on rank. It can also be based on the family income.
