Governement colleges do not often ask for character certificates. On the other hand, private colleges often ask for it. It's better to have one in either case.

Cha racter Certificate is issued by your school authority itself. In most of the school, the process for obtaining Charater Certificate is almost same. You simply have to give an application addressing principal of your school requesting him to give you Character Certificate. It is directed to the office staff to give you the character certificate. Though it doesn't cost anything in most schools, some may have a minimal cost.

I suggest you write a letter addressed to the principal of your institution requesting him/her to give it as soon as possible and cite the reason as your counselling is nearing. Wishing you good luck !
