My upsee general rank is 5218 and girls rank is 2411 can i get government college for b tech biotechnology or best private college in up?

Congrats, that's really a good rank. You have a chances to get an admisson into the government colleges based on the girls category rank. There are many good private colleges also in which you can get admissions based on the upsee rank you have secured.
