I am assuming that you are asking about the government engineering colleges in uttar Pradesh. So to take admission in uptu colleges you have to appear for UPSEE and score good marks and rank under 1000 to secure good branch seat in up gov engineering colleges.

The top gov engineering colleges are

• IET Lucknow- It is a good college. The CSE and IT branches of this college is very good with good placement. The companies are giving package upto 8-10 lakh for CSE graduates in this college . 
• BIET- This college is in Jhansi . The placement record of this college is not very impressive. The academic are also normal. The students are getting placed in mass recruitment companies. Very few core companies visit the campus.
• KNIT sultanpur- It is also a ok level college better than biet . The placement of this college is good. Students in CSE and ECE get good package but core branches are not getting placement in core companies ( very few).
• Other colleges apart from UPSEE are IIT Kanpur, IIT Varanasi, IIIT Allahabad, nit Allahabad , these colleges need no introduction.
• Some other colleges like Ambedkar institute Kanpur, hbtu , RGIpt amethi, Madan Mohan malviya university.

Similarly other colleges which are not very famous due to their poor performance. On total there are approx 100 gov engineering tin UP. These are the good and best ones.
