As you have mentioned that your mother does not have Ration Card and your father does have Ration Card then you can submit your father details. As your mother does not have Ration Card then no other option left, you must submit your father details only in this case. If you want to submit your mother documents then your mother should get Ration Card.

Either your father's or your mother's documents can be submitted and should be correct.

Once go through the documents necessary list so that you provide them all the documents as per requirement.
