As per previous year cut off, NIFT hyderabad fashion communication seats were filled up by CMR 1771 in OBC category. 

With CMR 4186 it won't be possible to get fashion communication in NIFT hyderabad. But, you can get in NIFT srinagar. You may try for other courses as well.

As per the previous years cutoff you have great chances of getting admission into Nift hyderabad as the previous years cutoff for fashion designing was around 1200 for obc category.

But there is no certainty for this as the cutoff changes every year.

According to your Rank if you are General category student then it is very tough to get into NIFT hyderabad with this Rank for B.DES let me tell you Common Merit Rank Is considered for Admission into NIFT,not your Category Rank,but yeah You May get any Other NIFT Campuses like Kangara,Jodhpur with this Rank.If you are OBC or SC/ST.
