I am not able to completely understand your query but I think you are trying to ask if you can apply for CAT now or not, so according to the eligibility criteria for applying for can, a candidate must have a bachelors degree in any subject or he/she can also apply if he/she is in the final year of bachelors degree so as you said that you are a second year student so you can't apply for CAT now.

Appear in CAT xm,, is it imp to appear MAT xm earlier?

Hii Ipshita CAT and MAT are two different MBA exam it is nothing like if you appear for CAT then you have to appear for MAT too it totally depends on you whether you want to take both the exam any one exam or you are willing to sit for both CAT as well as MAT and there's no such rule that you have to appear for MAT before CAT it depends on you when you want to appear for itThank you
