You don't need to upload obc certificate during filling application form , so you can choose obc while filling the application form if you belong to obc category but you don't have obc certificate at this moment. But you need to get it made soon as it will be needed during the counselling process, what you need to upload during filling application form  is the scanned images of passport size photograph, signature and left-thumb impression, as per the specifications set by the authority.
