Hello Gaurav,
Approximately 1-2% seats are left vacant in NIT because few candidate don't take final admission after college allotment. Suppose, one candidate get seat in NIT Rourkela but he don't take admission there. So that seat left vacant cause that seat is already reserved. No other candidate can take admission on that seat.
But in Top NITs, very less no of seat left.
