Since you have not mentioned about any exam, or course, or application form or anything about the institution, it is very difficult to provide you information regarding your doubt. In the application form, it will usually be mentioned if there is any requirement of the principal's signature or any memo stamp so if nothing is written then maybe it is not necessary.
