The authorities have published a list of candidates who have qualified the exam and only those candidates are eligible to apply for counseling.

Well, for getting admission into some engineering college through Jee Mains mark is only by JOSAA COUNSELING. But some state counseling also counts Jee Mains score to give admission into different government and private engineering colleges in the respective states. Also the state conducts a state level entrance examination for giving admissions to the students through the respective state counseling.

As per the new notification BCECE is conducting it's own entrance exam rather than Admission through JEE mains.
So, candidates who have cleared BCECE exam and whose name is in the merit list released by the authorities are eligible for counselling  of BCECE.
