The authorities have published a list of candidates who have qualified the exam and only those candidates are eligible to apply for counseling.

Well, for getting admission into some engineering college through Jee Mains mark is only by JOSAA COUNSELING. But some state counseling also counts Jee Mains score to give admission into different government and private engineering colleges in the respective states. Also the state conducts a state level entrance examination for giving admissions to the students through the respective state counseling.
