This is not a subject or college related query. But as you have posted this, It is my job to answer your question, Allowance of Mobile phone into hostels depends on the college rules and regulations. If you are in your graduation then I can say that most of the colleges allow mobiles. But if you are in your +1 or +2 it's all the management's call. There cannot be any answer without knowing about your college.This is all what I can say.

Generally mobile phones are allowed in college hostel, but it varies from college to college, some college hostels might not allow mobile phones, using mobile phone in the college during the lecture is strictly prohibited.
It would be better if you can specify the college name so that we can check our resources for you.
