See this totally depends on the rules of the individual hostel and on the ideals that the owner of the hostel possess. In Indian Institute of Technologies and National Institute of Technologies there is no restriction as such to keep phones, and you can keep almost anything in your hostels (it should be legal), however in various coaching like Narayna, you are strictly forbidden to keep anything like phones, laptop etc.
