There can be multiple perspective to see these kind of relationship when you consider different situation. From your perspective it might appear two sides of the same coin or alternative but from my perspective it appears as a mutual relationship.

We need planning to take decision. Decision making I believe is somehow or the other dependent on how when you have planned your stuffs and have also planned their execution.

So there can be different aspects with different case scenario. Nothing can be said with to much Surety. You need to analyse this relationship from your own perspective.
