As you have not mentioned for which examination counselling process you are asking , it is not possible to tell exact procedure. Almost all counselling process will be same . Some of the counselling authorities will conduct documents verification first and they will leave option for option entry , you need to enter which college you need . If you get a seat you need to report to respective college.
