There's no reason to fear as eligibility criteria says 

Candidates who have passed the qualifying examination from the institutions located in UP or whose parent(s) are domicile of UP can apply for UPSEE 2019.

"If candidates have studied or passed qualifying examination from outside UP, they will have to produce domicile certificate of their parents (father or mother only) during document verification."

So by showing your parents document you will get the admission.
