Not getting admit card means you haven't given your class 12th final exams. There is a provision in the application form that the ones appearing for class 12th final exam can also fill the application form. So, you can fill the form by giving the specific code as per your qualification which will be mentioned there. No need to worry about this. Then, once you give your exams amd get results, you can upload later.
