hi,

This means that a small increment of x, of the amount ‘delta x’, is imagined to become smaller and smaller such that it approaches zero but not equal to zero, For example, such a limiting increment is used in integral and differential calculus, and is demoted by dx.

thus delta tends to zero means its the lowest possible value just before zero but it can never be equal to zero.

In limits, the meaning of delta tends to zero is that delta is approaching to the value 0 but it is not equal to 0. It can take values up to 0.00000000000000000000000000000000000000001 but not 0. This is used to indicate that the value of delta is very less.
