The best solution is, ask your brother to prepare for his 12 exams. let him drop a year and start with his b.tech from the next year. 

he must prepare for the b.tech entrances once he gets through his 12th exams.

other courses that he can pursue are- BCA, B.sc hons computer science/electronics.

see, he need to self introspect and see whether he is capable of doing b.tech or not.remember, b.tech is not an easy degree to earn. its highly professional.if he wants to become an engineer only, ask him do cbse again and sit in btech entrances next year and prepare really well for them.if he does not want work that hard and not drop a year, do an polytechnic course.clearly, it all depends on him and only if he is ready to study hard.
