Hey candidate,
Chances are low for NIT Hamirpur, Himachal pradesh.
As the minimimum cutoffs are at 55% for PWD category as per 2017.

There are other good colkeges as well except NITs.
You can alternatively get colleges like Thapar University, UPES dehradun, Manipal University, CGC Chandigarh, which are Tier Two colleges with excellent Placements and Internship Opportunities with very good brand value amongst recruiters.
UPES has been amongst best for Oil and Gas Engineering, Manipal Has been really good for Computer science, and Thapar is well known brand for Core engineering specialization.

Admissions in different branches of different NITs is done on the basis of JEE Mains rank. JEE Advanced rank is considered for admission in different branches of different IITs. So, if you want to take admission in any NIT, your JEE Mains rank would be considered.
