Dear aspirant you have not mentioned anything about which college you are asking and what is your exam.In general you will have to pay registration of counselling fee when you are filling up the counselling form online and after that you can fill the option form.Sometimes it also happens in some institute that you will have to pay offline fees during counselling when physically reporting.So,it all depends upon institute to institute and also counselling process of college.So,keep updated about your institute.
