Do you mean admission for sem 4 in the same college you are currently in?or some other college?

I am assuming you want admission in sem 4 of the same college you finished sem 3 in.Yes,after finishing Bcom semester 3 you are eligible to get admission in semester 4.Even if you have a backlog(KT/Failed) in any of the semester 3 subjects you are eligible to get admission in semester 4.You can clear the failesd subject in the next examinations as per the schedule that will be given.
