Rose is a medium sized plant with somewhat hardy branches and stem, but sometimes the branches are soft too and green. So, rose cannot be put under the category of either tree or herb. Rose is considered as a SHRUB. As per the points to be noted in tress or herbs, it doesn't satisfy any of those criteria and thus, it's a SHRUB.
