The following are the factors considered while calculating the cutoff:

Examination difficulty level
Number of available vacancies
Number of candidates appeared in the examination

Also the cutoff is based on category wise.
Assuming you are from general category then the cutoff is (previous year) was 105 for the state UP.

There is sectional cutoff as well.
