should I start preparing for neet 2021as I got only 320 marks in neet 2020 or is there any hope for govt college in Chhattisgarh for bhms or semi govt according to last year cut off

Look, it's a great idea to appearing for NEET 2021 as you scored Less marks in 2020. But see that if you are preparing for NEET 2021 your 1 year should not get wasted. You should work more hard and score in merit list. If you only have that confidence start preparing.
