You can only apply to the spot round/ mop-up round once the university or authority that counducts the counselling releases a notification regarding the same. Spot rounds of counselling are only conducted if there are vacancies even after the previous rounds.

If you have attended the 2nd round of counselling, usually there is no need to register again. But you should check the official websites regularly, as often students require fresh registration also.
