the full fee payment to students is done on some conditions of elligibility.

the elligibility partially included with rank and completely depends on the caste category.

so if you are from sc and st caste category then you will be able to get free seat and full fee payment from government 

if you are from minority then you have to pay fee around 5500 to 6000 rs.

if you are from bc category then you have to pay 15k rs to college.

if you are from oc you have to pay full fee.

in case your caste is elligible and your parents are government employees then you have to pay full fee.
