Yes you can attend both State and All India Quota at the same time. If you have chances of getting a seat through AIQ then you can try, but if your score is not enough, then go for state counseling only. You did not mention your score so it is difficult for me to conclude. But yes you can attend both of them.

Yes, you can attend both State and central Counselling in NEET.

Under All India Counselling for 15% seat, you can attend Central Counselling, and under 85% seat for your domicile state Quota, you can attend respective State Counselling for the NEET Examination.
