Yes, you can pursue BCom after passing 10+2 with Arts stream. Most of the times the eligibility criteria for BCom suggests that candidates must have passed in Higher Secondary School examination from a recognized educational board with Mathematics and English as core subjects and  minimum 50% marks is obtained at 10+2 level. However few institutes may vary their eligibility criteria with slight changes.
