This usually happens if you haven't submitted the necessary documents. You might ask the officials present at the counseling for further steps as not all allow change at last moment

If you are from mp dte councelling. And you have not given your caste certificate In 1 round councelling then you cannot give in second round. Your all round will be as general category.
